AFAICS children will find their own "reading level" (ie what interests them)
and I think that most books that are 'readable' to a certain age group
and above are of no interest to anyone below that. Let me explain further...
My girlfriend's 10 year old daughter has read the Truckers series by Terry
Pratchett. She has just got through Johnny and the Dead, but is trying hard
to manage The Colour of Magic (BTW her teacher reckons that her reading age
is actually about 12 - 13). Any books that are above her reading age are
simply of no interest to her, just as they were of no interest to me when I
was that age.
If people are concerned with children being frightened by what they read or
reading something they shouldn't (ie sex) then they simply need not buy
books for the child that they object to, BUT they shouldn't try to influence
other's choices.
Remember that if you put a sticker on a book saying "adults only" or
something like that, it is simply an attraction to be "naughty" rather than
a deterrent.
I think the main objection is to sexual content, after all, think of some of
the content of the Brothers Grimm's stories: Murder, amputation,
disemboweling..., and I never have and never will support the "if they don't
hear about it they won't try it" lobby nor the "they're not old enough" BS.
Book "certification" is simply another insidious form of censorship which
would have the "moral minority" attempting to ban anything they didn't like
from school bookshelves or even from publication altogether.
